Marco Pito has kindly summarised the main points of this declaration, as follows:

The declaration is mainly based on the fossil fuels and the necessity to keep them in the ground. They start from the preamble of the Paris Agreements that defines the climate change as a “common threat for the humanity”. From that they develop a legal reasoning taking into account some trials and they arrive to a conclusion that is composed of nine points.
They speak about “the violated Right to climate because of the unconstitutional will of the government to not stop the new fossil infrastractures and the climate-changing emissions”
They recognize as a violation to the right to climate any action that represents a barrier for the abandonment of fossil fuels
And that this right to climate cannot be negotiated with other interests but must be the main one in all the actions in each level of government

1. Di dichiarare lo stato di Emergenza Climatica e Ambientale, riconoscendo l’importanza delle scelte politiche (ambientali, sociali ed economiche) per limitare l’impatto del Cambiamento Climatico;
2. Di attuare ogni sforzo possibile, in relazione alle competenze del Comune di Ravenna e
promuovendo un’azione politica verso Regione, Stato ed Unione Europea per contenere
l’aumento della temperatura globale entro 1,5 °C, tendere ad un obiettivo di azzeramento
delle emissioni nette di gas climalteranti al 2050, e consentire che l’attuale obiettivo di taglio delle emissioni di CO2 del 40% entro il 2030, come previsto dal PAESC (Piano
d’Azione per l’Energia Sostenibile ed il Clima), possa essere innalzato ad almeno il 60%
anche attraverso provvedimenti legislativi e incentivi che intervengano a monte sui
meccanismi di produzione delle emissioni (ad esempio, eco-design o investimenti a larga
scala su Trasporto pubblico locale);
3. La massima priorità al contrasto al cambiamento climatico nell’agenda
dell’Amministrazione comunale, tenendo conto in ogni azione amministrativa o iniziativa
degli effetti che questa comporta sul clima;
