「Declaration of Climate Emergency by Chungcheongnam-do 」

It is our natural responsibility that we preserve our intact living space and hand down it to the future generation. However, Earth temperature has risen by 1℃ during the last century due to the greenhouse gas resulted from the industrial culture. Scientists are warning that we will face serious global crisis when the rage of temperature rise reaches over 1.5℃.

Chungcheongnam-do is closing down coal-fired thermal power plants by stages and leading the policy to change energy sources to eco-friendly manner. The local government is playing a leading role for the reduction of greenhouse gas by joining the Under 2 Coalition first time in Korea and Powering Past Coal Alliance (PPCA) also first time in Asia respectively in 2018 since it held the 2017 Coal Phase-out International Conference.

However, there is little time to deal with climate crisis as the emission of global greenhouse gas is increasing in spite of our efforts. Chungcheongnam-do assures that it will respond actively to the climate crisis for the safe future from the climate change together with the Provincial Assembly and citizens, and hereby declare the Climate Emergency Situation as the first local government in the East Asia.

First, we expand voluntary participation of the citizens and common sympathy on climate crisis, and make every possible effort to fight back to the climate crisis.

First, we actively support transition to renewable energy and firmly implement the righteous transition policy, targeting early closure of all coal-fired power plants.

First, we reinforce the policy changing from the climate change response to the climate crisis response and make utmost efforts to achieve net zero greenhouse gas emission.

「충청남도 기후비상상황 선포문」

온전한 삶의 공간을 보전하고 미래 세대에게 물려주는 것은 우리의 당연한 책무입니다. 하지만 지난 100년간 산업문명에 의한 온실가스 증가로 지구온도는 1℃ 이상 상승하였으며, 상승폭이 1.5℃를 넘어설 때 전 지구적으로 심각한 위기에 직면할 것이라고 경고하고 있습니다.

충청남도는 이미 기존 석탄 화력발전소를 단계적으로 폐쇄하고 친환경에너지로 전환하기 위한 정책 추진에 앞장서고 있으며, 2017년 탈석탄 국제 컨퍼런스 개최를 시작으로, 2018년 대한민국 최초로 「언더투 연합」과 아시아 최초로 「탈석탄 동맹」에 가입하여 온실가스 감축에 선도적 역할을 하고 있습니다.

그러나 우리의 노력에도 불구하고 전 세계 온실가스 배출은 늘어만 가고, 기후위기를 막을 수 있는 시간은 얼마 남지 않았습니다. 충청남도는 기후변화로부터 안전한 미래를 만들기 위해 도의회, 도민과 함께 기후위기에 적극적으로 대응할 것을 다짐하며 오늘 동아시아 지방정부 최초로 「기후 비상상황」을 선포합니다.

하나. 기후위기에 대한 도민의 자발적 참여와 공감대를 확산하고 기후위기를 막기 위해 적극 행동한다.

하나. 재생에너지로의 전환을 적극 추진하고, 모든 석탄화력발전의 조속한 폐쇄를 목표로 탈석탄 정의로운 전환 정책을 적극 지원한다.

하나. 기후변화 대응에서 기후위기 대응으로 정책을 강화하고, 2050년까지 온실가스 순배출 제로 달성을 위해 노력한다.

대한민국 기초지방정부 기후위기비상선언
지금 인류는 기후위기에 직면해 있다. 과학자들은 금세기 말까지 지구 평균기온을 산업
화 이전대비 1.5℃수준으로 제어하지 않으면 지구와 인류에 돌이킬 수 없는 피해가 발생
할 것이라고 경고하고 있다.
경고의 증거는 전 세계 곳곳에서 나타나고 있다. 태풍과 허리케인의 세기는 강력해지고,
발생 빈도는 잦아지고 있다. 매년 반복되는 폭염과 한파, 가뭄과 홍수의 정도는 예측하기
어렵고, 호주 산불과 같은 대형 산불이 전 세계에서 빈번하게 발생하고 있다. 인류를 위
협에 빠뜨린 코로나19와 같은 인수공통전염병의 발병이 증가하는 것도 기후위기와 깊게
연관되어 있다. 이러한 사태는 개발 위주의 경제 성장정책이 빚어온 결과이며 우리 사회
의 지속가능성을 위협한다. 특히 사회·경제적 취약계층에게 이러한 위협이 주는 피해는
훨씬 심각하다.
현재의 재난을 막고 지구 평균기온 1.5℃ 상승을 억제하기 위해 전 세계 과학자들은
2050년까지 ‘탄소 중립(Net-Zero)’에 도달해야 한다고 강력하게 권고하고 있다. 국제사
회는 파리협정을 통해 글로벌 목표에 합의했지만, 지난 100년 동안 벌써 1℃가 상승했
다. 향후 10년 동안 온실가스 배출량을 2010년 대비 절반으로 줄여야 할 만큼 급박한
상황이다. 이를 해결하려면 정부와 국회, 기업과 시민이 모두 함께 협력해야만 한다. 이
제 우리에게는 다른 무엇보다 온실가스 배출량을 감소하기 위한 신속하고 적극적인 기후
행동이 필요하다.
대한민국 온실가스 배출량의 86% 이상은 에너지 부문이다. 지금까지 해 왔던 국가 중심
의 중앙집중형 에너지시스템으로는 기후위기에 대응할 수 없다. 기존의 에너지시스템을
전환해야 하며, 지역에서부터 건물, 교통, 폐기물 관리 등 에너지 소비 전반에서 온실가
스 배출량 감소를 위해 노력해야 한다. 온실가스 배출을 과감히 감축하는 것이 기후위기
에 대응하는 근본적인 방법이며 지속가능한 사회를 만들 수 있는 새로운 길이다.
코로나19 재난에서 보았듯이 기후위기와 재난에 가장 먼저 대응하는 주체는 지방정부이
다. 기후재난에 취약한 약자들을 위해 적응계획을 실행하는 주체도 지방정부이다. 지방정
부가 앞장서서 시민들과 함께 온실가스 감축 목표를 세우고 취약계층을 위한 대응 계획
을 수립하고 실행할 것이다.
정부와 국회는 지금 당장 2050년 탄소 중립을 선언하고, 사회 모든 구성원들의 협력을
바탕으로 거대한 전환의 정치를 시작해야 한다. 새로운 전환은 각자의 책임에 합당한 부
담을 져야 하며, 약자가 피해를 보지 않도록 공정하고 정의로워야 한다. 정의로운 전환과
지속가능한 사회를 위해 지방정부도 적극적으로 나설 것이다. 기후위기 대응 실행 과정
에서 소외계층이 더 소외되는 일이 없도록, 또 다른 불평등이 발생하지 않도록 지역 현
장에서 역할을 할 것이다.
기후위기를 극복하고, 정의롭고 지속가능한 미래를 만드는 것이 우리 앞에 놓인 최우선
과제임을 확인하며,
다음과 같이 선언한다.
1. 우리는 지금이 기후위기 비상상황임을 선언한다.
2. 우리는 1.5℃ 상승을 억제하는 온실가스 감축 목표를 설정하고, 이를 달성하기 위해
적극적으로 실천한다.
3. 우리는 정부와 국회가 빠른 시일 안에 기후위기 비상상황임을 선포하고, 국가 2050
탄소중립을 선언할 것을 요구한다.
4. 우리는 기후위기 대응을 위해 재생에너지를 확대하고, 에너지자립을 위한 계획을 수립
하여 이를 단계적으로 실행한다.
5. 우리는 시민들과 함께 지속가능성 위기를 극복하는 제도적 추진체계를 마련하고 이를
책임 있게 추진한다.

Declaration of Climate Emergency
by Local Governments of Korea
Humanity is currently facing a climate crisis. Scientists warn that failure to limit the average temperature rise through this century to 1.5 degrees Celsius above pre-industrial levels will lead to irreversible damage to both the earth and humanity.
Ample warning evidence is appearing in every corner of the world. Typhoons and hurricanes are growing stronger and more frequent. The severity of annually recurring heat and cold waves, droughts, and floods are difficult to predict. At the same time, large-scale wildfire incidents like the one in Australia frequently occur across the globe. The increase in outbreaks of zoonosis like COVID-19 that jeopardize all of humanity is closely linked with the climate crisis. These are a consequence of development-centered economic growth policies and are threatening the sustainability of our society. Those threats, in particular, have dealt a much heavier blow on the socially and economically vulnerable.
In an attempt to halt the current crisis and deter the average temperature from increasing any more than 1.5 degrees celsius, scientists from across the world strongly urge attaining Carbon Neutrality (Net-Zero) by the year 2050. Though the worldwide community has agreed on the global targets through the Paris Agreement, we have already witnessed a rise of one degree Celsius over the past 100 years. We face a great urgency to halve greenhouse gas emissions relative to 2010 within the next decade. To respond to this problem, governments, lawmakers, businesses, and citizens need to work together. It is time for us to take prompt and proactive climate action to reduce greenhouse gas emissions.
More than 86 percent of Korea’s greenhouse gas emissions originate in the energy sector. Existing government-led centralized energy systems are not the answer to dealing with the climate crisis. A grand transition from the existing energy systems, combined with multi-faceted efforts from localities, buildings, and transportation systems to waste management, must be put in place to reduce greenhouse gas emissions. A drastic reduction in greenhouse gas emissions is the fundamental way to address the climate crisis and the new path to a sustainable society.
As we have witnessed during the COVID-19 crisis, local governments are the ones who move first in response to climate crises and disasters. It is also local governments that implement adaptive action plans for those vulnerable to climate disaster. Local governments, together with citizens, shall take the initiative to set targets for greenhouse gas reduction and to establish and implement responsive plans to protect the vulnerable.
The national government and National Assembly should declare their commitment to Carbon Neutrality 2050 without any further delay and, based on concerted efforts by all members of our society, initiate policies of a grand transition. At the time of this new transition, each party should take on the role befitting its responsibilities and maintain respect for fairness and justice so that the vulnerable shall not bear the brunt of the suffering. Local governments shall not spare any efforts toward realizing a righteous transition and a sustainable society. In addition, local governments shall do our part in our localities to ensure that the marginalized are not pushed even further toward the edge of our community and that the new transition shall not lead to any new forms of inequality.
As we confirm that overcoming the climate crisis and assuring a better and sustainable future are the top priorities that lie ahead of us,
we declare the following:
1. We declare that this is a time of climate emergency.
2. We set the goal of reducing greenhouse gas emissions to maintain a global temperature increase of less than 1.5 degrees Celsius and work proactively towards that goal.
3. We urge the national government and National Assembly to promptly proclaim a state of climate emergency and declare their commitment to Carbon Neutrality 2050.
4. We shall expand the use of renewable energies to respond to the climate crisis, establish plans for attaining energy independence, and work for their phased implementation.
5. In partnership with our citizens, we shall arrange an effective institutional system to overcome the crisis of sustainability and operate it responsibly.
